Related to paragraphs 1,2 and 3 of the "Draft Guidance.." I think that a very important tool for implementing PP is the study "case to case". In Uruguay, for example, in order to implement the PP in the conservation of native forests(which have not been object of scientific research) a series of legal, administrative and technical procedures related to the reality of the country have been developed. Of these procedures, the study of a management plan elaborated specifically for each forest that is involved stands out. Without a doubt, this study "case to case" has allowed to integrate the biological, social and economic factors involved in the effective application of the PP.
