In Guideline #3 it might not be appropriate to suggest “outcome standards”. It should only suggest “operational measures”. This relates to the issue of consistency. There are two kinds of consistency: consistency on results and consistency of process. The only kind that should be pursued in regard to the PP is consistency in using the same process in its application. This is acknowledged in the paragraph elaborating on the guideline. This does not contradict with the required sector-specificity of the application of the PP because consistency can be achieved in using the same process of application across sectors.
