The PP is advocated when there is uncertainty arising from a lack of evidence. I am disappointed that there is no indication in the guidelines of how to assess the evidence in a comprehensive and systematic way. Adaptive management may often involve reinventing the wheel (expensively) if the available evidence is not accesed and synthesised to consider what we currently do and do not know.
