Generally I agree with it, but I advice that very early in the paper should be described what are the contents
and methods/tools of the precautionary principle: Only after this description, requirements (e.g. for political
frameworks) should be addressed. It is also necessary to describe what are PP. measures (give a systematical
overview and examples).
