While the draft guidance is a good comprehensive document, its presentation could be improved for the ease
of users. A good introduction to the concept of PP, its definition, situations of frequent recourse and its
usefulness leading up to the suggested guidance for best practice in its application would be user friendly.
An application best practice matrix or a ‘tree’ leading to the determination of a situation when PP is best
invoked would be helpful to the practitioners.
