In my understanding of precautionary principles, the focus is HOW to decide not WHEN to decide. If one conducts the additional research, the approach becomes definitive, not precautionary. Precautionary principles are designed to be employed when one MUST make a decision NOW, regardless of the sufficiency of available data. The preceeding represents my personal view, and may not necessarily represent the viewpoint of OWN's Executive Committee and/or constituant members.
