Environmental conservation (including biodiversity conservation) initiates can be indifferendt or hostile to socio-economic development, and have at times ignored human rights consideration, such as the needs of local communities directly dependent on biological resources. Therefore, purposes of environmental protection, human rights and economic development shall be interrelated and integrated. I have observed that this Draft Guidance for Best Practice, esp. its guidelines 3, 4, 9, and 13, has paid attention to the issue mentioned above. I great appreciate it!
