This is to bring in attention for such action plans which are developed by pro-government envirtonment agencies for reframing rules and regulations for a pro-conservation effort. In India the National Biodiversity Strategy Action Plan has elaborate expressions of env. justice regionally as stated in its manual. But the basic concept of involving local critical biodiversity loss recognition though effective tools and indicators which are measurable are completely missing. For example, in many regions in India, the urban developers are completely fragmenting and destroying the micro biodiversity by ravaging the grasslands, woodlands etc, to say of few, the various components of locale specific biodiversoty, say the avifauna, wildlife (urban) etc are vanishing, in this regard where is NBSAP rule and how the local governance or the pro-environment agencies are pushing the action for safegurading such micro critically endangered wildlife issues in the urban sense. In this regard, the PP tool should be strongly involved so that even if development takes place destroying such micro habitats aurrounding cities and towns, the accountability or responsibility centres can be fixed with the various stakeholders to regenerate the same in time through need specific ecological restoration efforts. This is a critical issue i feel since, the urban wildife watch habit has assessed critical gaps in such actions and policy reforms. NBSAP should have a special core to safeguard especially the regions which falls directly or indirectly under biodiversity hot spots locations, protected area fringes, urban areas where there are possible existing wildlife presence etc. the local agencies should have a PP concept to deal with the erosion of such probable biodiversity related characters in local landscapes.
