Shorten the titles of the 13 guidelines

At present the guidelines are difficult to unnderstand. I had to read each one several times to try to get the idea into my head. I strongly suggest that you find much shorter titles - preferably never more than one line long - and use the present bold font statement as an "explanation", with the remainder of the text as "justification", perhaps. Thus the first 3 guidelines might be: 1. Assess proposed actions carefully to reduce environmental risk 2. Develop and apply a precautionary approach for conservation 3. Use the precautionary principle to decide on what action is appropriate
